How Local Authority Procurement Works
Procurement Thresholds
All council contracts above £12,000 must be published on Contracts Finder. Contracts above the public sector thresholds (approximately £213,000 for goods and services, £5.3 million for works) must also be advertised on Find a Tender. Award notices must be published within 30 days of signing under the Procurement Act 2023.
Framework Agreements
Many councils use framework agreements — either established by themselves, by national bodies like Crown Commercial Service (CCS), or by regional consortia such as NEPO, ESPO, YPO and London Councils. Call-off contracts placed under these frameworks generate award notices that appear in TenderResults.
