Construction Procurement Routes
Single-Stage and Two-Stage Tender
Most public construction contracts above the Works threshold use a two-stage process: a qualification stage (PQQ or SQ) to shortlist capable contractors, followed by an invitation to tender (ITT). Award notices confirm the winner, the contract value, and in many cases the other shortlisted firms.
Frameworks
A large proportion of public construction spend is placed via framework agreements — pre-approved panels of contractors from which call-off contracts are placed without full re-tendering. Major construction frameworks include the Crown Commercial Service (CCS) construction frameworks, Pagabo, Scape, ProCure23 (NHS) and numerous local authority consortium frameworks. Procurement Act 2023
The Procurement Act 2023, in force from February 2025, introduced new transparency obligations including planned pipeline notices, preliminary market engagement notices and more detailed award notices. Construction buyers must now publish award notices within 30 days and include contract performance information for contracts above £5 million.
